James Harker

James Harker served as Chief Population Health Officer – Oregon at Providence Health & Services from 2001 to 2024. Mr. Harker was responsible for the development and implementation of a strategic plan and the transition to population health management. His teams developed individual entity and service area strategic and operating plans in support of regional priorities. He was also responsible for prioritization, resourcing and tracking of those priorities through portfolio and project management, process engineering and change management teams. He also helped develop new partnerships for Providence. He was privileged to participate in building global ministries for Providence and has actively participated in that work. Prior to joining PH&S, he worked in strategic planning, facilitation and project management as a manager with Arthur Andersen.

Active in his local community, Mr. Harker holds Masters degrees from the University of Washington in Health Administration and in Business Administration.
